Digital Ecosystem Country Assessment (DECA) | Bosnia Herzegovina

USAID & The American Institutes for Research (AIR)

Challenge:

USAID sought to understand the digital landscape in Bosnia and Herzegovina—assessing infrastructure, access, governance, and inclusion—to inform strategic development priorities and identify opportunities for digital transformation

Our Role:

We led the research and analysis as the principal advisory team for the DECA, conducting desk research, stakeholder interviews, and ecosystem mapping. The team synthesized technical, institutional, and social insights into actionable findings.

Outcome:
A comprehensive USAID-published DECA report outlining the country’s digital strengths and barriers, with detailed recommendations to support policy, investment, and programming across digital governance, infrastructure, cybersecurity, and digital skills.
